I debugged the issue and wrote up my analysis plus an "evil" patch that
relies even more upon Chart internals at RT#75591.

I'm not sure if we should apply that patch in Debian; yes it's better
than the current brokenness, but really this is something that should be
fixed properly, preferably in Chart.
