I don't get this error, neither with 1.012-1 from the archive nor
with 1.013-1 from our git repo.
Oh, there's a 1.014 release ... With an interesting Changes entry:

+    - Bump requirement for Module::ScanDeps to a version that can grok
+      Unicode::UCD from Perl 5.17 to avoid test failures

and also:

+    - RT #78396: [manifypods] Error 255
+      - s/MAN3PODS/MAN1PODS/ as suggested

And I don't get the error with 1.014 -- and even better, also not the
other one in t/90-rt59710.t which I could reproduce :)
