Bug#709476: Encoding bug within libflickr-api-perl (utf8)

Using the library Flickr::API provided by libflickr-api-perl, it's not possible to use special characters to with the flickr api. The flickr api rejects all requests with "Invalid signature", because it isn't signed as utf8.

The actual upsteam of this package (1.06) does not provide a solution for this problem. But within the CPAN-Bugtracker a solution exists and works fine (sign the flickrmessage utf8 encoded).

I suggest to patch the existing version supplied with the current debian release. Actually the current version isn't usable with international characters.
