The "attic" in the path indicates that this package once existed but
was removed from Debian. Let see:

% rmadison libtext-mediawikiformat-perl
libtext-mediawikiformat-perl | 1.0-2         | oldstable  | source, all

Now, why was it removed?

Summary: libtext-mediawikiformat-perl doesn't work with Perl > 5.17.x


Looking at https://metacpan.org/release/Text-MediawikiFormat it seems
that there's a new unauthorized release, maybe this works.
If it does, and you really need the package, it would make sense to
"resurrect" the package from attic/ on Alioth and upgrade it to the
new version. [0]
