Bug#833119: libdbd-oracle-perl: Oracle Instant Client installation instructions outdated

Dear Maintainer,

the libdbd-oracle-perl package depends on the Instant Client,
according to the instructions in debian/control it should be
downloadable at the Oracle web page as an rpm.

However, I fail to find it. Can you please check and provide updated
instructions?

The provided link

redirects to

    http://www.oracle.com/technetwork/database/features/instant-client/index-097480.html

The visible instructions don't mention an RPM anywhere.

The "Instant Client for Linux AMD64 (32-bit and 64-bit) Instant Client
for Linux AMD64 (32-bit and 64-bit)" in the 64 bit variant (seems to be
the right thing) leads to

This zip file, downloaded by a friend, contains shared objects, java
classes - but no RPM.


Are the RPMs gone or have the just been hidden very well? Please note
that in my understanding the unavailablability of the
oracle-instantclient12.1-basic* package makes libdbd-oracle-perl
uninstallable, hence unusable.
