Bug#827101: libquota-perl: FTBFS with Linux 4.x (when building for jessie)

Similar to #787463, the jessie version of libquota-perl FTBFS on a
system using a Linux 4.x kernel. I don't believe this affects buildds
for stable, so I'm filing this as a separate, non-RC bug. It would
obviously be nice to be able to build this package on a system running
a sid kernel and a jessie chroot.

/usr/bin/perl /usr/share/perl/5.20/ExtUtils/xsubpp  -typemap /usr/share/perl/5.20/ExtUtils/typemap  Quota.xs > Quota.xsc && mv Quota.xsc Quota.c
You need to make a myconfig.h.  See the file INSTALL.
