Bug#827244: libimage-exiftool-perl: perhaps describe the use of Recommends

I'm leaning towards dropping the Unicode::GCString recommendation in future releases because it may be more bother than it's worth.  The feature it enables isn't critical (it only improves column alignment in the plain text output for some languages), and will be useful only for a very small fraction of ExifTool users.
