Bug#823067: dh-make-perl: please split Debian::Control into a separate binary package

David and me did some polishing around the points above. The new
package is currently named libdebian-source-perl, and it looks good
to us so far.

I'm waiting for another day or so to give others a chance to
look/check/try it out before uploading it.
