Modules PAR, PAR::Packer and Modules::ScanDeps have moved to GitHub

Hi,

just to let you know: PAR, PAR::Packer and Modules::ScanDeps moved to
GitHub (from OpenFoundry.org). The "repository" attribute in their META.yml
has been updated accordingly.

Note that the "home page" http://par.perl.org is gone for good, please
point the Homepage in the package description field to your choice of
either the MetaCPAN or the GitHub page.
