This package Build-Conflicts-Indep: libtest-simple-perl (>= 1.3),
for reasons that aren't immediately obvious.

This was OK-ish for stretch, where src:perl had an old enough Test-Simple
so the Build-Conflicts-Indep just kept the newer separate package
away. However, Perl 5.26 bundles a newer Test-Simple, and the change to
versioned Provides there means the build dependencies/conflicts can't
be satisfied at all anymore.

and the server also hosts a repository of packages binNMU'd for Perl
