I agree that this bug is due to the incomplete fix for #1058462. The 
offending files were removed from texlive-bibtex-extra, but 
Breaks+Replaces were not added to liblatex-tounicode-perl. Thus to 
complete the fix one should add the following to liblatex-tounicode-perl:

Breaks: texlive-bibtex-extra (<< 2023.20231207-2)
Replaces: texlive-bibtex-extra (<< 2023.20231207-2)
