[Pkg-phototools-devel] Writing the group Policy

Hi all,
I think we should write a "group Policy", something like [1].
There we should write how debian/control must be formatted, what build system
to use, and so on.

In particular, I'd like to discuss a note in the actual page:

The first person listed in the Uploaders field is supposed to be the primary
responsible for that package. That is intended to avoid packages not receiving
appropriate care because of team members all relying on each others to fix
bugs, but is not supposed to limit the participation of other members, or
external contributors.

Why not adding the "primary responsible" to Maintainer field? Something like:

Maintainer: PhotoTools Maintainers <>, Foo Bar <>
Uploaders: Foo Baz <>, Baz Bar <>
Vcs-*


What do you think about this?
