libgphoto2-dev-doc installs apidocs.html to usr/share/doc/libgphoto2-2
while the old libgphoto2-2-dev used usr/share/doc/libgphoto2. Doesn't
this make 
 Breaks: libgphoto2-2-dev (<= 2.4.10.1-3)
 Replaces: libgphoto2-2-dev (<= 2.4.10.1-3)
in libgphoto2-dev-doc unnecessary?

I think the relationship between libgphoto2-l10n and libgphoto2-2
should be a versioned one, like this:
libgphoto2-2 (>= {source:Upstream-Version})

I would go for a dependency, instead of a recommends BTW, but I guess
that is a matter of personal preference. (Unless the following
suggestion is accepted.)

How about naming libgphoto2-l10n libgphoto2-data instead and adding
both /usr/share/libgphoto2/ and /usr/share/doc/libgphoto2-2/ to it?
