 As I know, rotating is done with an external tool, jpegtran - it's
not a hard dependency for feh being an image viewer basically.

 I've tried it with feh 3.1 and it worked. You may don't have
libjpeg-progs package installed for jpegtran as it's only a
recommended dependency.
Please install it if you don't have already and then try the rotation
with the --edit option.
