[php-maint] Bug#340642: php4-pear: xml-rpc always returns "Invalid request payload: missing top level xmlrpc element"

Hi,

Using both xml-rpc server and client using php4-pear with version
4.3.10-16, always returned the follow error by server:

"Invalid request payload: missing top level xmlrpc element"

Versions prior to that works fine - like 4.3.10-15, by example.

Code examples that reproduces that bug can be find at

PS: uncomment lines with client debug to see the bug on browser.
PS2: maybe you should remove "XML_RPC_Value::isValue" on example to
proper run the code.
