[php-maint] Bug#381874: incorrect handling of Status: header in CGI/FastCGI mode

PHP doesn't treat the Status: header as setting the HTTP
response status, which is the cause of (e.g.) the
duplicate header bug which occurs when a script that sets
the status explicitly also sends a Location: header.
