[php-maint] php dependencie on libapache2-mod-php

The php4/php5 packages are simply meta packages which makes sure you
have a working php installation. You don't actually need that package if
you install the php4-cli or php4-cgi (or corresponding php5) packages,
which you would need to do to use php with a webserver other than apache
anyway.
