[php-maint] Bug#396873: php5-cli: no longer installs /usr/bin/php

Hi Sean,
I see that php5-cli does no longer install /usr/bin/php. I guess that
it's part of the "cleanup and consolidation of a few things in
the ./debian dir".

Can you restore debian/php5-cli.postinst please? That should fix bug
396829.
