[php-maint] fixed php4/php5 packages uploaded

php4/php5 packages have now been uploaded with the LFS support and built
against the newer version of libapr.  i did some minimal testing and
things worked for me at least.  second looks would be appreciated.

so, what's left:

- php modules need to be rebuild against the latest php4/php5 
  packages (either grab them from incoming or wait for the next 
  dinstall run in ~9 hours)
- the bts could use a once-over to make sure that bugs are properly
  closed/merged/classified/etc

i'm done for right now, but may have some time tonight (otherwise
tomorrow) to tend to some of these other problems.
