this is a public service announcement for all those who are stumbling
across this bug:

we're aware of the problem, and will be uploading a fix as soon as is
possible.  i've already committed a fix for the problem, but because
apache2.2-prefork-dev is currently uninstallable we can not
build/upload.   it looks like the problem has been fixed though, so
after the next revision makes its way out to my mirror i'll build/upload
and put this issue to rest.

in the meantime, please avoid the "me too" bug reports, unless you can
contribute something useful (like "this is what i did to fix my system
in the meantime").
