[php-maint] svn directory layout and building packages

okay, then i'll do the same for the time being.

there are some good reasons to go the other direction as well; i can
elaborate further if you care to hear it.... but i don't feel so
strongly that this is something that needs to be done immediately.  and
since:

ondrej and i can make the change at that point then, since both he and i
seem to groove well with that modus operandi.  sound like a plan?
