[php-maint] Bug#388496: php4: cannot build package from source

Justification: no longer builds from source

I'm trying to rebuild the php4 package however it is impossible
to satisfy the build requirements. The source package seems to 
require apache-dev and apache2-prefork-dev yet apt does not allow
me to install both at the same time (If I install one the other
gets removed). Either it should be possible to install both
apache dev packages at the same time or php4 should only detect
on either one of them and only build the appropriate SAPI module.
