it was in NEW because it was a new binary package which was not
previously part of the packages generated by the php5 source.  it's
generally a good thing that we have a group of people (ftp-master) who
have to manually approve packages when this happens, and it's not
unheard of that packages can stay in new for a couple weeks or longer.
since we're nearing release, they were probably busy with higher
priorities.

looks like it's in unstable now :)
