[php-maint] Bug#438120: Apache Filter version of PHP5

I was wondering if maybe you could ship a libapache2-mod-php5filter
package which is an experimental upstream feature that can be enabled
with --with-apxs2filter ./configure switch.

It allows PHP to be used as a Apache BB Filter thus you can have for
example CGI or other Handlers spit out some PHP code that is then
piped through PHP.
