[php-maint] New extensions manager seems to be ready

Hi all,

I just committed some more changes which include a conflicts and
auto-enabling system.

Anyone willing to test the latest changes?
I've made some test and all seems to be working just fine.
At the moment I've set in the database the conflict between pgsql and curl.
