[php-maint] Bug#433736: php4-interbase and php5-interbase should be compiled against firebird2.0-dev

firebird2 is the old Firebird 1.5.3 version and it has been renamed to firebird1.5 in 
unstable. The current stable version is Firebird 2.0.1 wich is packaged in firebird2.0
I successfully backported my own php4 packages from sources just changing the dependencies
in debian/control.
