[php-maint] Bug#397179: Bug#397179: suhosin works well

hi bernd et al,

we've now moved one step closer to having the suhosin patch enabled by 
default.  the latest version of php5 in unstable (well, as soon as 5.2.3 is 
done building and uploaded) will include the suhosin patch, though not 
enabled by default.  to build it, simply include the string "suhosin" in the 
DEB_BUILD_OPTIONS environment variable when you rebuild the source package.

for those interested but less familiar with how to build packages from source 
i've put some very short notes in NEWS.Debian for how to do this.

in any event, i'd like to hear back from those who are trying it out, and hear 
the results for better or for worse.  also, any suggestions for default 
configuration options are welcomed.
