[php-maint] php5/apache etch

hi collin,

a preface:  in general this list isn't used for support but only development 
related issues and bugs.  so i suggest if anything i propose doesn't work you 
try taking this to debian-user or a php related list or forum.  

of course if you can confirm this is a bug you're more than welcome to come 
back and rub it in our faces :)

my first advice is to make sure that it's apache2 and not apache serving the 
php pages, since you only have libapache2-mod-php5.  secondly, make sure the
