[php-maint] creating etch branch for php4, php5

also,

i'm now creating etch branches for php4/php5, since i've been notified
that the version in sid will not propagate to etch due to problems with
the latest libgd upload.  after doing so i'll fire off some etch builds
with versions set to the latest version in etch +etch1 including all of
the latest fixes.

this also means we're free to unleash the new upstream releases of
php4/php5 upon our unsuspecting users, if anyone feels the urge to do
so.  i probably won't at least until after the previously mentioned svn
layout modifications take place.
