[php-maint] Bug#421929: php5-pgsql: please update dependencies and build dependencies

Hi,

php5-pgsql still depends on the old libpq4 instead of the newer libpq5.

It also build-depends on libdb4.4-dev.  Could it be possible to make
it depend on libdb4.5-dev?
