[php-maint] plan for mass-bug filing, removal of php4

hey folks,

as i mentioned a couple weeks ago, php4 is going to be removed from
testing/unstable.  before we can remove this, however, we need to update
and/or remove a significant number of other packages from unstable.  

but, before i go crazy mass-bugfiling, i'm requesting here that if you
maintain a package that depends on php4, you save me a little work and
fix your package.  in two weeks' time i'll start the mass filing for
packages which haven't been fixed.

i've created a small wiki page with more information here:

which details what you need to do if your package depends on something
php4-related, and contains a "current status" table to track progress.
feel free to update the status table for your package, or for other
maintainers' packages if you're in generous/helpful/bored mood.

note that if your package already depends on the php5 or php4 based
versions of something, then you don't need to do anything at all (and
your name shouldn't be listed in that case).  the current recommendation
is to leave the php4 dependency in place in such cases, as it may help
backporters etc.
