i believe there is a bug already filed for this (look through
bugs.debian.org/src:php4), and this is a problem that has come up in the
past as well.  you might also find a closed version of the previous bug
(there were several reported, some were reassigned/merged/etc) wherein a
fix was suggested (there's a line or two you can comment out of the
magic file as a workaround)
