[php-maint] Packaging php-pear from PEAR

Looking at older versions, I can see that PEAR 1.3.1 (circa 2004-02) depended on
XML_RPC.  PEAR 1.6.2 (the current version) doesn't depend on XML_RPC,
but does depend on Structures_Graph.  PEAR 1.2.1 (late 2003) didn't depend
on either.

Unless the PEAR maintainers have consciously decided to maintain or
reduce their current dependencies, they'll continue to change over time.
Which means the packages bundled into php-pear would change if the
current packaging of php-pear wasn't changed.
