If it is to be packaged for volatile, which *is* the correct place for
timezone data, you need a separate package...  The easiest way, if the
timezone data ends up in a separate file somewhere for PHP, would be to
simply package that file in a separate arch-all  package, depend on this
arch-all package, and upload it to volatile as well as proposed-updates and
sid.

Thanks.

However, while an upload to proposed-update helps, but it isn't enough.  A
proper solution also requires a way to deploy these updates fast, and that
means volatile.debian.org, since it is not a security issue.

Ok.  That one could go in volatile and unstable...  and I suggest that the
updated packages (both in sid and for proposed-updates) recommend it.
