[php-maint] Bug#447826: Make use of new extensions manager

I'm opening this report just to keep public record.
As I've already notified to the pkg-php-maint list, I've prepared a set of 
scripts and modifications so the PHP extensions are handled in a different 
(in my opinion better) way.

I've successfully built the php5 packages with the new extensions manager, and 
successfully passed the install, remove, purge, install-old, upgrade, remove, 
purge tests of piuparts.

As an update for the wiki page I'm also announcing the creation of the 
dh_phpext debhelper script (for which I'll be sending a bug report so it is 
included in next version of debhelper).
This debhelper scripts easies the transition from the currently being used 
management system to the new one.
It also provides some other features like replacing the php:Depends substvars 
in the debian/control file with the right phpapi and, in case of using the 
new extensions manager, the required php5-common package.
