[php-maint] new team member: Raphael Geissert

hey everyone,

i've just added raphael to the pkg-php alioth group.  raphael has already been 
doing a few php packages, and has recently been working with packaging up the 
zend framework.  so, it seemed reasonable to invite him to our little club 
and give him access to our svn repo for that.  and hey, if you feel so 
inclined to help with anything else while you're here... :)
