[php-maint] php5-sybase doesn't provide sybase functions?

That's really question for Steve, since he did the transition, but somebody
in Ubuntu complained that php5-sybase module doesn't really provide sybase_*
functions. I have prepared patch to fix that, but I am unsure if there is
some real reason, why it hadn't been aliased before.
