Thanks to those who took time to answer my question,
I now understand that it is not a policy violation to modify the session
path as long as it is targetted to a directory under /var/lib.

I have found why the previous developper decided to have a separate
directory.
In fact phpgroupware has a module (php application) that lists the
sessions. This module needs to browse the session directory and this is
prevented by the debian policy that sets /var/lib/php5/
to drwx-wx-wt.
So the developper has modified the session directory to let phpgroupware
display the session in the admin module.
