sounds like you're not using the debian source packages and/or patches,
which should solve this problem.  you should only get this problem if

* the patch 100-recode_is_shared.patch is not applied, and/or
* the ./configure script is not regenerated after the patch is applied.

the standard build process for the package ought to guarantee that this
happens, i have no idea why it might not in your case.
