[php-maint] Bug#543278: php: Please add avr32 to no -gstabs list

Hi,

Currently the AVR32 toolchain doesn't properly support the -gstabs option,
could avr32-linux-gnu be added to the line in debian/rules preventing some
arches from using this option? Thanks.
