[php-maint] Removing of php modules (.ini file problem)

iirc this is a general problem right now with packaging loadable modules,
which isn't directly fixed anywhere.  i believe that raphael's ini changes
were supposed to address this centrally with an apache2-style system
that use some kind of symlink farm to enable/disable them, but i could
be wrong.
