[php-maint] preparing 5.2.10, thoughts on 5.3.0

hey folks,

figure we ought to roll out the latest point release for 5.2.10, so i'll
do the preparations tonight and maybe the upload tomorrow.

regarding 5.3, there's another RC released and it sounds like things are
settling on the upstream side towards the release, so perhaps it's time
that we get our 5.3 branch in shape and throw it at experimental, and then
send out a request for testers...
