If I had not screwed my build last night I would have already uploaded
a fixed package.
I won't play BTS ping-pong but downgrading the severity is incorrect
as some buildds already build with parallel=<n> (and some added it
after php5 was built).
So please revert the severity.

The package won't migrate anyway because it would break packages in
testing; they either need to get binNMUed or removed (api change =
transition). And that's what I've been coordinating with the RT.
