[php-maint] Bug#595706: php5: gc_probability = 1 in php.ini leads to notices about missing file permissions

In squeeze, the default php.ini sets gc_probability = 1 which leads to notices 
about missing file permissions. Debian cleans up old sessions with a cronjob 
and had gc_probability = 0 in previous releases.
