cdbs pear class has it wrong,

-d doc_dir=/usr/share/php/doc

Or remove all the options, the php-pear package should have it right.

Well, it's not with alignment with upstream (and Debian) PEAR (try
doing pear install Net_SMTP in clean pbuilder) ending with double
directories.
