[php-maint] error_reporting = ~E_STRICT has no effect

Oh, that's correct, thanks for this, I feel a bit stupid now... :)
Of course, that was the issue. I'm using the test cases, and they want
all errors to be displayed, so they use error_reporting(E_ALL) by
default, which is quite normal.
