Justification: renders package unusable

   * What led up to the situation?
     Update of php5-intl to 5.4.0-2
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
     effective solution: remove the two occurrences of the word "local" in
     php5-intl.postinst
   * What was the outcome of this action?
     The package was working again
