[pkg-php-pear] Propose to update the debpear

Hi Thomas,

At the moment, the pkg-php-tools has been many improvements.
I propose to update the debpear from as below:

- switch inline-template to file-template (pecl, channel)
- change substvars to human-readble in debian/control template (easy to reviews)
- support channel other than pear.php.net
- support PECL packages
- support channel packages

What do you think about that?
