Starting with this last one:

d/copyright:
 - order is again bogus;
 - Source should better match the watch URL than copy the Homepage one.
d/control:
 - Depends, Recommends and Breaks should follow
   /usr/share/doc/pkg-php-tools/README.PEAR;
 - Description ends with an empty line, ${phppear:summary} and
   ${phppear:description} should be used instead anyway, as per the
   previous doc, it may also be too short according to Lintian.

Side note: I was under the assumption that the package.xml file(s)
installed by pkg-php-tools in /usr/share/doc/ would be the one(s)
actually edited in the override_dh_auto_configure target. I happen to be
wrong, is that something that should be fixed? Why are these files
relevant in /usr/share/doc/ anyway (the relevant information being
actually duplicated in changelog.gz, copyright, the package files list…)?
