[pkg-php-pear] (Not) shipping tests in binary packages

We should discuss this with php5 maintainers (Ondřej), as this should
be changed in the pear command first.
(cc-ing him). The questions are: what is the correct value for pear's
test_dir? Can you change it? How should we do the transition?
